Trustee Board Recruitment Process

This policy was agreed by the Trustee Board in May 2026. It will be reviewed annually, prior to the AGM.

  1. Prior to each AGM, the Trustee Board will agree the number of vacancies they wish to recruit to. Trustees may also propose individuals to be considered for those vacancies
    1. If the current Chair or Treasurer were not appointed at an AGM, or if their term ends at the next AGM, or if the role is vacant, the Trustee Board must recruit to those roles (POR 16.9.2)
    2. Some vacancies might be conditional – for example, if a current Trustee is appointed to a Chair or Treasurer vacancy
    3. Trustees may propose any person for a vacancy, but this is expected to be most relevant when:
      • A current Trustee’s term of office expires at the AGM, and that Trustee wishes to seek reappointment (including where the Trustee is co-opted).
      • For the roles of Chair and Treasurer, where a search has been undertaken to identify suitable candidates
  2. With the notification of the AGM, details of any vacancies being recruited to will be shared with all member of the District Scout Council and applications will be invited via a standard form
    1. The format and questions on the form will be set by the current Chair
    2. Members of the District Scout Council may share these details with any other person to apply.
  3. The current Chair will set a closing date for applications
  4. After that closing date, the Chair will collate the details of all people proposed by the Trustee Board and all applicants. These will be shared with the Trustee Board for consideration. At the Chair’s discretion, this may be done by either
    • A meeting of the Trustee Board, with the standard quorum of 1 third of Trustees plus one (rounded down), or
    • By email, with approval required by three quarters of Trustees (rounded down)
  5. The Trustee Board will select one person per vacancy to be recommended to the Group Scout Council for appointment at the AGM
    1. Minutes must be taken for this discussion so that evidence of the open recruitment process can be provided if required
    2. The Trustee Board is not required to provide feedback to applicants and will not do so as a matter of course.
